Our air quality challenge

Air quality in the Sacramento region does not meet the state and federal health-based standards for ground-level ozone.

The entire population of the region is affected by ground-level ozone. Unhealthy air leads to increased rates of respiratory disease, especially in children. Nitrogen oxide emissions from heavy-duty diesel engines contribute to the formation of ground-level ozone, also known as “smog.”

The Carl Moyer program (a.k.a. The Heavy Duty Vehicle and Equipment Incentive Program)

The Carl Moyer Program promotes the introduction of low-emission technologies by providing incentive money to companies, fleet operators and individuals who are willing to reduce emissions from their heavy-duty vehicles and mobile off-road equipment.

Typical Carl Moyer Program projects include:

• purchase of new, low-emitting transit and school buses
• repowering of agricultural water pumps, off-road construction and agricultural equipment
• replacing or retrofitting heavy-duty diesel engines in on-road trucks

Carl Moyer Program Guidelines currently include geographical and cost-effectiveness restrictions.

Assembly Bill 1390 (Firebaugh) requires the Air Quality Management District (AQMD) to distribute not less than 50% of its Carl Moyer Program funds in a manner that directly benefits low-income communities and communities of color that are disproportionately impacted by air pollution.

50% of Carl Moyer Program funds must be spent in AB1390-designated areas beginning with Fiscal Year 2001/02 funds.

AB1390-designated areas will be identified using one or both of the following criteria based on the 2000 census data:

• A census tract with 50% or more of the population being non-white
• A census tract with 10% or more of the population living at or below the federal poverty level

Qualifying Carl Moyer Program projects must demonstrate a significant amount of operation either within an AB1390-designated area, within 1000 feet of a designated area or in a location shown to directly impact the air quality of a designated area.
