SUBJECT: 1-Hour Ozone Attainment Determination Request for the Sacramento Federal Ozone Nonattainment Area

On behalf of the Air Districts that comprise the Sacramento Federal Nonattainment Area (SFNA), the Sacramento Metropolitan Air Quality Management District (SMAQMD) will hold a public hearing to receive comments on the 1-Hour Ozone Attainment Determination Request for the Sacramento Federal Ozone Nonattainment Area (PDF).

The report demonstrates that the region met the 1-hour ozone National Ambient Air Quality Standard (NAAQS) in 2008. Air quality data for 2006-2008 shows attainment of the 1-hour ozone standards provided the United States Environmental Protection Agency (EPA) approves the exceptional events demonstration for high ozone in the SFNA due to wildfires in 2008. Furthermore, no exceedances of the 1-hour ozone NAAQS were recorded for the region in 2009.

The purpose of this report is to provide supporting documentation to request EPA make an attainment determination for the 1-hour ozone NAAQS for the SFNA. Documentation of air quality, meteorological, and emission reduction trends demonstrate that attainment of the 1-hour ozone is achieved due to permanent and enforceable emission reductions in accordance with EPA guidance. An attainment determination by the EPA is needed to terminate the Clean Air Act ยง185 penalty fee program obligations which apply to ozone nonattainment areas classified as severe or extreme for failing to attain the ozone standards by the required deadline.

By this notice, all interested parties are requested to comment on the air quality data and permanent enforceable emission reductions components of the request as well as other areas of the report. Oral and written testimony may be directed to the Air District Board of Directors at the public hearing, or sent to the district office, as set forth below:
