NOTICE OF PUBLIC HEARING



FEDERAL 8-HOUR OZONE RATE-OF-PROGRESS PLAN
for the Sacramento REGION

The five air districts in the Broader Sacramento Area will hold public hearings to consider adoption of the Federal 8-Hour Ozone Rate-of-Progress Plan for the Sacramento Region (Plan). The Sacramento Metropolitan Air Quality Management District will consider certification of the Final Environmental Impact Report (FEIR) for the Plan at its hearing on January 26, 2006. The remaining four air districts will likewise consider the adequacy of the Final EIR prior to considering adoption of the Plan by their Boards of Directors. The Clean Air Act requires federal 8-hour ozone nonattainment areas to meet a reasonable further progress requirement to reduce ozone-forming pollutant emissions by a minimum of three percent per year. The Sacramento ozone nonattainment area includes all of Sacramento and Yolo Counties, and portions of Placer, El Dorado, Solano, and Sutter Counties.

This Plan proposes to use existing control strategies and approved control measure commitments to achieve emission reductions necessary for compliance with the Clean Air Act requirements for reasonable further progress. The Plan also includes a demonstration that the Sacramento Region met the required 15 percent volatile organic compound (VOC) emission reductions during the period from 1990 to 1996. In addition, this Plan will establish updated emission budgets for transportation conformity purposes and an updated emissions inventory for the region. The FEIR includes a description of potentially significant effects on air quality and mitigation measures that reduce those effects to an insignificant level.
