SUBJECT: 2013 REVISIONS TO THE SACRAMENTO REGIONAL 8-HOUR OZONE ATTAINMENT AND REASONABLE FURTHER PROGRESS PLAN

The Sacramento Metropolitan Air Quality Management District (SMAQMD) will hold a public hearing to receive comments and adopt the “2013 Revisions to the Sacramento Regional 8-Hour Ozone Attainment and Reasonable Further Progress Plan” (Plan). This hearing will be conducted on behalf of the air districts in the Sacramento Federal Ozone Nonattainment Area, including the Yolo-Solano Air Quality Management District, the Feather River Air Quality Management District, the Placer County Air Pollution Control District, and the El Dorado County Air Quality Management District.

After the adoption of the Plan in early 2009 and its subsequent revision in 2011, there were significant changes in emissions calculation methods, vehicle traveled activity data, and growth assumptions used to develop the Plan. Additionally, the United States Environmental Protection Agency released new guidelines for the interpretation of Clean Air Act (CAA) §182(d)(1)(A) related to the Vehicle Miles Traveled (VMT) Offset. These Plan revisions update the emissions inventory, attainment demonstration, and reasonable further progress demonstration. This Plan revision will change previous or establish new motor vehicle emissions budgets for transportation conformity purposes. It also includes a VMT Offset demonstration that the emissions reduction from transportation control measures and strategies are sufficient to offset the emissions increase due to VMT growth.

The 2013 Revisions to the Sacramento Regional 8-Hour Ozone Attainment and Reasonable Further Progress Plan will be submitted to the United States Environmental Protection Agency to be included in or revise the State Implementation Plan. This notice, the public hearing and the 2013 Revisions to the Sacramento Regional 8-Hour Ozone Attainment and Reasonable Further Progress Plan are intended to satisfy the requirements of the Clean Air Act Sections 110, 172, 176, 182, and Title 40 of the Code of Federal Regulation Part 51.

Minor changes have been made to the Plan since the draft was published on April 22, 2013. Staff made changes in response to comments received and other minor corrections to text and calculations. The revisions do not change any conclusions of the published draft document.
