Background
The Federal Clean Air Act requires federal 8-hour ozone nonattainment areas to meet a reasonable further progress requirement to reduce ozone-forming pollutant emissions by a minimum of three percent per year. The Sacramento Federal Nonattainment Area (SFNA) includes all of Sacramento and Yolo counties, and portions of Placer, El Dorado, Solano, and Sutter counties.
The ROP Plan uses existing control strategies and approved control measure commitments to achieve emission reductions necessary for compliance with the Clean Air Act requirements for reasonable further progress by 2008. The Plan also included a demonstration that the Sacramento Region met the required 15 percent volatile organic compound (VOC) emission reductions during the period from 1990 to 1996. In addition, this Plan included 2008 motor vehicle emission budgets for transportation conformity purposes and documented an updated emissions inventory for the region. The FEIR includes a description of potentially significant effects on air quality and mitigation measures that reduce those effects to an insignificant level.
