State Planning

The California Clean Air Act (CCAA) of 1988 requires the air districts to endeavor to achieve and maintain the state ambient air quality standards by the earliest practicable date and develop plans for attaining the state ozone, carbon monoxide, sulfur dioxide, and nitrogen dioxide standards. 

Sacramento County meets the state ambient air quality standards for sulfur dioxide, nitrogen dioxide and carbon monoxide. The Sacramento Region is currently designated nonattainment for the state ambient air quality standards for ozone and particulate matter. More information on the attainment status for each of these parameters can be found here.  State planning is done for individual counties – in our case, Sacramento County.

In accordance with the CCAA, the Sac Metro Air District prepared and submitted the 1991 Air Quality Attainment Plan (AQAP) to address Sacramento County's nonattainment status for the state standards for ozone and carbon monoxide (CO), and although not required, particulate matter 10 microns in diameter or less (PM10). The 1991 AQAP was designed to make expeditious progress toward attaining the state ozone standard and contained schedules for control programs on stationary sources, transportation and indirect sources, and a vehicle/fuels program.

Triennial Assessment

The CCAA requires that by the end of 1994 and once every three years thereafter, districts are to assess their progress toward attaining state air quality standards. The triennial assessment reports the level of air quality improvement and the amounts of emission reductions achieved from control measures for the preceding three-year period. The most current update to this report by the Sac Metro Air District is the 2015 Triennial Report and Progress Plan.

Annual Progress Report

California Health and Safety Code section 40924(a) requires districts to prepare an Annual Progress Report and submit the report to the California Air Resource Board summarizing its progress in meeting the schedules for developing, adopting, and implementing the air pollution control measures contained in the district's Triennial Reports by December 31 of each year. The most current update to this report by the Sac Metro Air District is the 2016 Annual Progress Report Plan.
