Kathrine Pittard is the District Counsel of the SacMetro AQMD . Ms. Pittard has served as the District Counsel since August 1999. She received a bachelor's degree from Marietta College in Marietta, Ohio in 1982, and a law degree from the McGeorge School of Law in 1987.
Prior to becoming the District Counsel, Ms. Pittard worked in the private sector for Miller, Karp and Grattan, specializing in environmental permitting, and Remy, Thomas and Moose, focusing on review of projects subject to the California Environmental Quality Act.
Ms. Pittard has been active in the legal committee of the California Air Pollution Control Officers Association (CAPCOA), including serving as the Committee President and Vice President.
Under direction from the Board of Directors, the District Counsel provides litigation services and legal advice to the District Board of Directors and staff in a range of areas, including contracts, human resources, new and proposed legislation, state and federal Clean Air Act requirements, air quality planning and rule development, permitting, and enforcement. In addition, the District Counsel reviews all administrative policies and procedures, as well as staff reports, proposed resolutions, rules and regulations, and other matters for legal adequacy. District Counsel also represents the District before the Hearing Board in variance and abatement proceedings, as well as permit and emission reduction credit appeals.
