Carl Moyer Voucher Incentive Program

Status: Application period is currently CLOSED for the Carl Moyer Voucher Incentive Program. The Sac Metro Air District is working with regional truck dealers to reopen the program in July 2020 for new applications. The program is run exclusively through truck dealers approved by the Sac Metro Air District.

The Carl Moyer On-Road Voucher Incentive Program (VIP) is a special program designed to help owner-operators and small trucking fleets receive grants to replace their compliant trucks with 2007-2009 diesel engines with new clean diesel or alternative fuel trucks. Truck owners get the application from an approved VIP dealer and must submit their application through the dealer to receive funding. Applicants cannot receive "pre-approval" and must be ready to purchase a specific vehicle from a specific dealer at the time of application.

To protect our regional disadvantaged communities, we highly encourage truck owners in those areas to apply for funding under this program. You can identify if you live in one of these communities by searching your address here:

Priority Population Maps

Eligibility Requirements:

  1. Vehicle must be registered in the County of El Dorado, Placer, Sacramento, Sutter, Yolo, Yuba, or the northeastern Central Valley portion of Solano County including Vacaville & Dixon.
  2. Old vehicle must have a Gross Vehicle Weight Rating (GVWR) over 14,000 lbs. and have been registered in California for the previous 24 months; registration may include periods of planned non-operation not to exceed nine months in duration.
  3. The old vehicle must be fully compliant with the 2021 requirements of the Air Resources Board Truck & Bus Regulation (TBR); this typically means the old vehicle must have an engine model year of 2007-2009. 
  4. The fleet must be fully compliant with all requirements of the TBR and must have no outstanding air quality violations in their home county.
  5. Applicant may not own more than ten vehicles subject to regulation under the TBR including all locations.
  6. Mileage records, insurance, and registration documents for the previous 24 months are required with the application.
  7. New vehicle must be spec'd and priced by an approved dealer prior to application submittal.

Funding Allocation:

Sac Metro Air District received $704,047 to run the VIP in 2020. Funding will be allocated on a first-come, first-served basis, although at least one vehicle will be funded in each county. Once funding is allocated, the program will close. VIP guidelines do not allow for a pending or waiting list for applications. All new trucks must be delivered by December 31, 2020.

Replacement vehicles must have an engine certified to a NOx emission standard of 0.20 g/bhp-hr or less. This includes most used and new diesel trucks model year 2011 and newer with funding also available for natural gas and zero emission options.

Health & Safety Update:

Until further notice, the Sac Metro Air District is closed to visitors, and most staff are working from home. We are working on special procedures to ensure the VIP will run smoothly and meet program deadlines. This includes the use of electronic documents and virtual inspections. Dealers will need access to scanning applications to submit paperwork using email, and inspections require digital pictures of the equipment and live video streaming to verify the operation of the equipment.

Before submitting an application to an approved dealership, vehicle owners need to ensure that she or he has access to the following:

  • Internet access with email and video capability at the location where the truck operates
  • Equipment capabale of downloading the Zoom app or other apps if needed
  • Additional people who can operate the video equipment from a safe distance to allow the operator to move the vehicle without using the camera themselves

Dealers are encouraged to assist applicants with these requirements, but everyone must follow all local public health advisories. Failure to comply with these requrements could result in a rejected application.
