On September 27, 2018 the California Air Resources Board (CARB) selected the South Sacramento–Florin community to be the first community in Sacramento to develop and implement a community air monitoring plan to determine the impacts of air pollution sources on people who work and live in the community. This plan will determine the need and extent of emission reduction strategies. To assist the District in the development of the air monitoring plan, an air quality steering committee was formed (see Steering Committee for more information). One goal of the steering committee was to review the general area map (below) and if necessary, refined the boundary to include nearby areas of concern. The steering committee provided a community boundary recommendation to the District, and consistent with the steering committee's recommendation, the District finalized the community boundary for the South Sacramento – Florin Community.

The map below shows the District's recommended 10 priority communities in Sacramento County that were submitted to CARB for development of a local community air monitoring program. These communities were identified based on an evaluation of air pollution sources, air pollution-related health impacts, socioeconomic factors, location of sensitive receptors (schools, child-care centers, hospitals and parks) and community feedback. The South Sacramento - Florin area, selected by CARB, is indicated as Community C.
