Filing a Complaint
Any person who believes they have been subjected to discrimination based on race, color, national origin, sex, age, or disability in a program or activity receiving federal financial assistance may file a complaint by completing the form at the end of this section.
Complaints must be:
- Filed within 180 days of the alleged discriminatory act.
- Submitted in writing and signed by the complainant or their representative.
- Sent via mail, email, or in-person to the Title VI Coordinator.
- Requested in alternative formats or languages if needed.
Complaint Processing
Receipt & Initial Review (Within 10 Business Days)
- The Title VI Coordinator will acknowledge receipt in writing.
- The complaint will be reviewed for jurisdiction and completeness:
- If incomplete, the complainant has 15 business days to provide additional information.
- If outside the District's jurisdiction, the complaint will be closed or referred to the appropriate agency.
- If valid, the investigation process begins.
Investigation (Within 60 Calendar Days)
- A neutral investigator (Title VI Coordinator or designee) will:
- Conduct interviews with the complainant, witnesses, and relevant staff.
- Review relevant documents, policies, and records.
- A written investigative report will be prepared.
Findings & Resolution (Within 90 Calendar Days)
- The District will issue a written response with:
- Findings: Whether a Title VI violation occurred.
- Corrective Actions (if applicable): Steps the District will take to address the issue.
- Appeal Rights: Information on how to appeal to the Federal Highway Administration (FHWA).
Appeals
- Complainants may appeal the decision to the FHWA within 30 days of receiving the District's response.
- The Title VI Coordinator will assist in referring complaints to the FHWA if requested.
