The Sac Metro Air District is pleased to present the Final Handbook for Analyzing Greenhouse Gas Emission Reductions, Assessing Climate Vulnerabilities, and Advancing Health and Equity (GHG Handbook). This document updates the 2010 CAPCOA Quantifying Greenhouse Gas Mitigation Measures Handbook, which is widely used by local governments across California to reduce greenhouse gas (GHG) emissions from new land use development projects and to create climate action plans, master plans, and general plans. The 2021 edition of the GHG Handbook was unanimously adopted by the California Air Pollution Control Officers Association (CAPCOA) Board of Directors at their December 15, 2021, meeting.
