Portable Equipment Registration Program (PERP)

The Portable Equipment Registration Program (PERP) is a statewide program created by the California Air Resources Board (CARB) to register portable equipment designed to move from one location to another throughout the State of California. PERP registered equipment may operate in multiple local air districts. CARB is responsible for the PERP program and issues PERP registrations for eligible equipment. The Sac Metro Air District enforces the requirements of the program at the local level.  For more information on how to apply for a PERP registration, fees and other requirements please visit CARB's PERP website.

Generally, portable engines and portable equipment powered by engines rated 50 horsepower (hp) or greater,  and portable equipment units that emit particulate matter greater than 2.0 pounds per day cannot be operated within Sacramento County without either a Sac Metro Air District permit to operate or a PERP registration. This includes engines powered by diesel, gasoline, propane, and other fuel types.

What is Eligible for PERP?

Examples of portable equipment units and portable engines and engine driven equipment that may be eligible for a portable equipment registration include but are not limited to:

  • portable generator rated 50 horsepower or greater
  • portable air compressor powered by a 50 horsepower or greater engine
  • rock crushing & screening units
  • portable concrete batch plants
  • abrasive blasting units
  • wood - chippers
  • street sweepers with an auxiliary engine (powering the sweeper)

PERP registered equipment may operate under specific conditions throughout the State without obtaining a stationary source permit to operate. PERP registered equipment may not operate as part of a stationary source or a facility that has Sac Metro Air District permits.  For more information about what is considered a stationary source please contact the Sac Metro Air District at 279-207-1122 or email perp@airquality.org

Please note that CARB adopted changes to the PERP regulation and Portable Engine Air Toxic Control Measure,  changing the fleet averaging requirements, and issuing new phase out dates for Tier 1, 2, and 3 - diesel fueled engines. New engine registrations will need to meet emission standards outlined in the regulation to be eligible for a PERP registration. In some cases, portable equipment may not qualify for a PERP registration, and a local permit to operate may be the only option to operate equipment legally in Sacramento County.

PERP Inspections and Notifications

Inspections

If your equipment is home-districted in Sacramento County, you are required to contact Sac Metro Air District to schedule an inspection within 45 days from the date you receive your initial or renewal PERP registration.

Notifications

If a registered equipment unit will be at a location within Sacramento County for more than 5 days, you are required to notify Sac Metro Air District within 2 days of commencing operations.
