Background

The Carl Moyer Grant Program was established in 1998 to fund the incremental cost of cleaner-than-required heavy-duty engines. Currently, there is $10 Million available for funding Carl Moyer Program projects operating in the Sacramento Federal Ozone Nonattainment Area (SFNA), specifically in Sacramento County, Placer County, Yolo County and some parts of Solano County and southern Sutter County. The existing equipment must be self-propelled and the existing engine must be greater than or equal to 25 horsepower. The new or replacement engine must have a similar horsepower rating as the existing engine, with a maximum increase of 25% as determined by staff.

Locomotives. The Carl Moyer Program provides funds to replace, rebuild, or repower locomotives. For additional locomotive funding opportunities, please visit The Goods Movement Emission Reduction Program (GMERP) website.
